<p>It is the story of a man, who put his life at risk, and still put it in danger in the name of his thought and the well-being of his country. I had been moved by his story, his quiet courage and his modesty.</p>
<p>Johan Obdola  is Venezualian and struggles against drug problems in his country. In 1993, he was called up by his government to be at the head of local direction for the prevention and the eduction about drug, the programme of repression by police and army against narco-traffic. His action was to receive and to decode the reports of the Venezualian secret service and to coordinate the actions, which would have to be led with the police and the army. However his work was not only administrative, Johan got involved on the field but also led affairs. On this man’s side is really well shown in the sentence he told me : &#8220;during the operations, I did thought that, despite what they did, it was important to respect their rights, because after all they are still human being&#8221;</p>
<p>In order to achieve his work, he trained with the Venezualian police, with the &#8220;Drug Enforcement Administration&#8221; of the United States and the American Marines. he worked also with Scotland Yard, the Canadian police and a European programm of chemical control. His role was to coordinate and to lead the Venezualian military forces and police. The other aspect of his work is to get in touch with different persons who were involved in the struggle against narco-traffic. At first his work only focused on Venezuela but later on his function led him to get involved at a international level.</p>
<p>In fact, drug traffic was not only a problem of public health care, but appears in fact trully in these terms. It is a problem that depends not only on the configuration of drug criminal organization (les cartels) and the foreign policy of the country&#8230; The growing influence of narco-traffic can be expliqued with three reasons. Firstly, in the past, it was &#8220;quite easy&#8221; to struggle against &#8220;cartels&#8221;, because they were territorially located. Nowadays, they are sprawling organizations, which spread their roots in Asia, Europe, Africa&#8230; For example, the narco-traffic groups in Colombia work hand in hand with the Russian maffia and the IRA (Irish Republican Army). That is why they are building an international network which give them more power and nearly make their apprehension. According to Johan Obdola, &#8220;in the past, at least, we knew where and against whom to struggle, because drug &#8220;cartels&#8221; were well known by the current government. Nevertheless the deal has changed, there is a real globalization of the &#8220;cartels&#8221;.</p>
<p>The other reason for the growth of traffic depends on the foreign policy with Latin America, which does not wish to struggle efficiently against drug. This countries according to Johan Obdola do not have the means to insert themselves in international weapon businnes. To buy on the market, would be too expensive for them. The military or economic aids are far from giving a solution to the problem but even make it worse. For exemple, explained Johan Obdola &#8220;if I do not belong to Latin American army and that I aim to solve the problem of narco traffic in a firm way that would have corollary to not to receive aid from United states that is why, Latin American counties do not entirely fight against Narco-dealers. They pretend of course to fight but it’s just to obtain subsides from USA which could stop giving them weapons at low prices the best way to receive weapons is to claim that it is to activly fight against drug.</p>
<p>At last the last reason and maybe the worse is that lots of leaders are involved in drug trafficking. There are big pressures on persons who decide to fight against the problem of drug. The economic involments are so big that it can appear to be impossible to implement a real policy of struggle. What Johan Obdola wishes is the implentation of an international court of justice to solve the problems of narco trafficking and the homogenisation of American and European policies. Indeed for thre moment, there are even divergences. It is this condition which will allow to fight efficiently against the problem of drug traffic.</p>
<p>Since 1996 Johan Obdola is a refugee in Canada because with his inquires he understood that lots of judicial and political elites were involved in the in the cartel (Complaisance and bribes) he dennounced this fact in the national congress from this moment he received several threatens of death and he escaped attacks that is the reason why he had to leave however, he will soon go back to Venezuela and when, I asked him if what he was about to do was dangerous he told me &#8220;I am not a hero, I just did what I have to do there are a lot of persons who did the same thing and we don’t talk about them. If we don’t do anything, the problem of drug will never be solved. That is why i return to Venzuela. it’s my country I love it and know that I can be usefull over there even thought I put my life in danger. I would like to support the persons I met at the World asssembly of citizens. Because I want to struggle against drug but not in a represive way but in a deterrent one&#8221;</p>

<p>The prosecutor said he had credible fears that attacks occur and even death of the trader. The court ordered the regional police to make constant patrols by the applicant&#8217;s residence, and rendering monthly reports on this activity.</p>
<p>Header. Amacuro Delta is the region that has produced the largest drug seizure in the country. Thanks to an operation involving the Italian authorities, Spanish and U.S. National Guard in August 2000 found 10 tons of cocaine in three different places. The drug was 90% pure.</p>
<p>Obdola said that since then the Navy has tried unsuccessfully to reach operational agreements with the authorities of Trinidad and Tobago. The extent of the area and the inhospitable nature have facilitated the operations of traffickers.</p>
<p>From there, he noted, the FARC has expanded its activities throughout the Eastern Caribbean. &#8220;Sometimes intelligence information was received on the linkages between the Cartel del Sol and the FARC in these operations. <p>El semisumergible hallado en octubre de 2009 en un cobertizo construido cerca del caserío Mariusa de Delta Amacuro fue hecho con tecnología adquirida por las Fuerzas Armadas Revolucionarias de Colombia. </p>
<p>&#8220;Las FARC, específicamente su Bloque Oriental, controlan 80% de las operaciones de drogas en Delta Amacuro. Se han fortalecido allí por las derrotas que han sufrido en Colombia. </p>
<p>El silencio oficial que hubo sobre este caso es parte de un encubrimiento&#8221;, afirmó el ex delegado de la Conacuid (actual Oficina Nacional Antidrogas) para Delta Amacuro, Armando Johan Obdola. </p>
<p>El analista indica que desde 2000 se ha incrementado la presencia en la zona de grupos colombianos dedicados al tráfico de drogas, quienes &#8220;contaban y cuentan con la protección de policías y militares en los estados de tránsito&#8221;. </p>
<p>Obdola afirmó que ese tipo de naves fueron construidas inicialmente en Colombia con tecnología rusa que llevaron los subversivos. </p>
<p>El semisumergible fue encontrado por una comisión de la Dirección Nacional contra Drogas de la policía científica cuando todavía estaba en fase de construcción. Se llamaría Muñeca IV. Esto sugiere a los investigadores que otras tres naves pudieron ser construidas por el mismo grupo. Es el primer descubrimiento de este tipo que ocurre en el país. </p>
<p>Obdola fue el primer venezolano que obtuvo refugio en el exterior por ser un perseguido por organizaciones de traficantes que operaban en Delta Amacuro durante el gobierno de Rafael Caldera. Se radicó en Canadá y actualmente es consultor en temas de delincuencia organizada. </p>
<p>Explicó que el semisumergible tendría &#8220;amplia capacidad de navegación y carga&#8221;. En el oriente del país iba a ser utilizado para trasladar alijos hasta puntos preestablecidos en altamar, donde los entregarían a embarcaciones de mayor calado, que los llevarían hasta su destino final. </p>
<p>El casco del semisumergible está construido con fibra de vidrio. Al momento del hallazgo iban a instalarle dos motores adquiridos en Maturín. En la parte superior tiene una escotilla cuadrada. Todo el sector superior fue pintado de azul para dificultar la detección del aparato mientras navega. </p>
<p>Protección. El 25 de febrero de 2010 el Tribunal Primero de Control de Delta Amacuro, a cargo de Jorge Cárdenas, otorgó una medida de protección para un comerciante de la región que supuestamente tenía información sobre el grupo que construyó el semisumergible, y que también se dedica al tráfico de drogas en Monagas. </p>
<p>La medida fue otorgada por solicitud del fiscal superior, Noel Rivas Acosta, luego de recibir una denuncia sobre la incursión de agentes de la policía científica en la casa del afectado. </p>
<p>&#8220;Estos funcionarios me detuvieron sin ninguna orden. Me torturaron metiéndome una bolsa plástica en la cabeza y me metieron una pistola en la boca&#8221;, afirmó el denunciante. </p>
<p>Este hombre había sido procesado en dos oportunidades anteriores por un intento de soborno y por aprovechamiento de cosas procedentes del delito. </p>
<p>El fiscal dijo que había temores fundados de que se produjeran agresiones e incluso la muerte del comerciante. El tribunal ordenó a la policía regional que hiciera patrullajes constantes por la residencia del solicitante, y que rindiera informes mensuales sobre esta actividad. </p>
<p>Cabecera. Delta Amacuro es la región donde se ha producido el mayor decomiso de drogas en el país. Gracias a una operación en la que participaron autoridades italianas, españolas y estadounidenses, la Guardia Nacional encontró en agosto de 2000 10 toneladas de cocaína en 3 lugares distintos. La droga tenía 90% de pureza.</p>
<p>Obdola dijo que desde entonces la Armada ha intentado sin éxito llegar a acuerdos operativos con las autoridades de Trinidad y Tobago. La amplitud de la zona y su carácter inhóspito han facilitado las operaciones de los traficantes.</p>
<p>Desde allí, indicó el experto, las FARC han extendido sus actividades a todo el Caribe Oriental. &#8220;En ocasiones se recibieron informaciones de inteligencia sobre los nexos entre el Cartel del Sol y las FARC en estas operaciones. ND.- En 2009 funcionarios de la División nacional de Investigaciones Contra la Droga del CICPC descubrieron en Delta Amacuro una fábrica de submarinos, utilizados para el transporte de droga desde Venezuela. El hallazgo se realizó en el sector llamado Mariusa en el municipio Pedernales de ese estado, donde encontraron un astillero donde estaba un semisumergible fabricado con fibra de vidrio.</p>

Un trabajo especial del diario El Nacional publicado este lunes indica que la investigación se inició partiendo del seguimiento hecho por el CICPC a la adquisición de material por parte de dos personas, que trasladaron madera y resina desde Mariusa hasta caño Escondido en delta Amacuro.</p>
<p>Así fue como se dio con la pista de Ángel Custodio Vegas Gerdez, alias “Chiche Vegas”, de 46 años de edad, y a Orlando Jesús Idrogo, de 39 años de edad. El primero había adquirido 120 metros de papel de polietileno para construir el submarino, el otro tenía factura de una embarcación denominada “Corazón de Jesús”, matrícula ARSK 3539.</p>
<p>De acuerdo con la información que publica este martes el diario como continuación al tema del hallazgo del submarino, en el momento del hallazgo del submarino, las autoridades no dieron parte de lo encontrado, a pesar de que es el primer expediente de este tipo en el país.</p>
<p>En su momento, la defensa de los dos detenidos por el caso afirmó que no se puede establecer una conexión entre el tráfico de drogas y el submarino, pues no se encontró restos de estupefacientes.</p>
<p>Actualmente, tanto alias “Chiche Vegas” e Idrogo, se encuentran presos en la cárcel de Tucupita esperando el juicio.</p>
<p>A continuación la nota completa de El Nacional:</p>
<p>Walid Makled reveló la existencia de dos laboratorios de drogas en Apure y en el Zulia, además del uso del aeropuerto para el traslado de sustancias ilegales, pero ¿sabía usted que en Delta Amacuro construían submarinos y lanchas especiales no precisamente para la defensa del país, sino para el transporte de estupefacientes? El 10 de diciembre de 2009, funcionarios de la División Nacional de Investigaciones contra la Droga del Cuerpo de Investigaciones Científicas Penales y Criminalísticas quedaron sorprendidos al comprobar la inventiva que hasta ahora tenía el sello made in Colombia: la construcción de semisumergibles, como puede verse en la gráfica, de un aparato que mostró el Comando Sur de Estados Unidos.</p>
<p>El taller estaba en un sector llamado Mariusa, en el municipio Pedernales de Delta Amacuro, concretamente en las coordenadas Norte 09ª 06’ 24.0 y Oeste 0.61ª 30’ 24.0, según el acta elaborada por el Cicpc y la sentencia del Tribunal Segundo de Control de Delta Amacuro, que llevó el juicio.</p>
<p>Los agentes encontraron un astillero casero donde estaba una embarcación tipo semisumergible, elaborada con fibra de vidrio.</p>
<p>Las experticias surgieron cuando el Cicpc hacía seguimiento a la adquisición de material por parte de dos ciudadanos: Ángel Custodio Vegas Gerdez y Orlando Jesús Idrogo.</p>
<p>El primero requirió los servicios de un lanchero al que se le canceló por cada viaje la cantidad de 4.000 bolívares en 2008, para el traslado de madera desde la población de Mariusa del Bajo Delta hasta el caño Escondido. En total, se efectuaron 2 viajes en curiara en junio de 2008, señala el informe del tribunal, cuyo contenido está en la página web del TSJ en el link decisiones-tsj. En agosto del mismo año, fue contratado para llevar 10 pipotes de resina que embarcaron con ayuda de indígenas, indica el relato del interrogado por el Cicpc.</p>
<p>Las pistas sirvieron a los agentes para llegar hasta la casa de Vegas, alías “Chique Vegas”, a quien el 23 de febrero de 2010 se le incautó una pistola marca Glock, modelo 17 con cargador, con 17 balas calibre 99mm., una factura por la compra de 120 metros de papel polietileno utilizado en la construcción de la nave y 1.000 bolívares.</p>
<p>La visita incluyó el domicilio de Idrogo que tenía documentos de una embarcación bautizada como “Corazón de Jesús”, matrícula ARSK 3539. La Fiscalía ordenó la detención de los ciudadanos por porte ilícito de armas de fuego, resistencia a la autoridad, tráfico de sustancias estupefacientes y psicotrópicas y asociación para delinquir.</p>
<p>“Puente de salida”. Delta Amacuro está considerado por las autoridades y organismos policiales del Estado, como un puente de salida de drogas, debido a los afluentes de los ríos. La memoria y cuenta del Ministerio de Relaciones Interiores de 2010 reporta 104 expedientes de posesión de sustancias ilícitas en el estado oriental, de 17.590 registrados en todo el país, pero curiosamente el Cicpc no incluye cifras en consumo ni tráfico de drogas.</p>
<p>“La juzgadora declara procedente la medida de privación de libertad, al cubrir los extremos del artículo 250 del Código Procesal Penal, toda vez que existen delitos de tráfico de sustancias estupefacientes y asociación para delinquir (…), lo cual hace presumir a esta juzgadora que nos encontramos ante la comisión de delito de tráfico y ante una gran organización que guarda relación con el narcotráfico que, de manera continua, está creando nuevas formas de transporte de la sustancia ilícita, especialmente en este estado que es fronterizo donde se presume que existe un gran tráfico de estupefacientes y que los narcotraficantes inventan, cada día, una nueva forma de evadir el control del Estado para combatir este flagelo que afecta no sólo nuestro país, sino a toda la humanidad”, señala la sentencia del tribunal regional. Los acusados fueron remitidos al retén policial de Guasina, según el expediente YP01-P-2010-000078.</p>
<p>La penetración del narcotráfico es tan fuerte que el ex director de la extinta Conacuid en Delta Amacuro, Armando Johan Obdola, solicitó refugio en Canadá, víctima de la persecución de bandas organizadas. Ahora es representante del International Intelligence and Security Forum que investiga redes de narcotráfico. En un informe señala que delincuentes colombianos, miembros de las FARC y del ELN, y venezolanos han comprado haciendas y se infiltran en grupos sociales y políticos de la región oriental, y que desde 2000 se intensificó el tráfico de cocaína por el Caribe, utilizando a Venezuela, hasta África Occidental.</p>

		<description><![CDATA[The International Intelligence and Security Forum has applied to be incorporated as a non-profit society in the Province of British Columbia Canada. Although non-profits are not required to be incorporated here, this represents a significant move for us says Darwin Nickel, a Managing Director. It essentially &#8220;legitimizes&#8221; the Forum&#8217;s non-profit status, particularly in the eyes of potential donors and sponsors. Once the application is approved, Nickel says the Forum will officially launch its membership drive. Of the three types of membership, regular members are the key to our success. Not only do they pay membership dues to help offset operating costs, but they will provide the backbone the Forum requires to recruit prospective board members, and populate the various committes necessary to achieve the Forum&#8217;s purposes. Of these committees, the Learning Steering Group is the most important one. The Forum has entered into an agreement with a major partner in the US. This partner is hosting a major conference and has asked the Forum to run a concurrent session on transnational crime. The Learning Steering Group will take the lead on running our portion of this international conference.
