Understanding Human Security and Transnational Crime
The goal of crimeconferenceplus.net is to find practicable solutions to the transnational criminal problems that affects human security in Latin America and the Caribbean... It is a marriage between the virtual and the physical. The virtual is represented through the site's activities on the Internet, while the physical is represented by our annual conference and other activities like coffee house chats. Third International Conference on the Observation of Crime
Observe, analyze and act
When: October 27th, 28th and 29th 2010. Registration begins August 30th 2010
Where: Montreal, Canada (Hotel Omni Mont-Royal)
Organized by :
  • The International Centre for the Prevention of Crime (ICPC)
  • L'Observatoire national de la délinquance et des réponses pénales (INHESJ-ONDRP)
  • L'Observatoire national de la délinquance dans les transports (ONDT)
Privatization
We believe in the privatization of the intelligence and security functions. As corporate activities continue to be influenced by factors outside the relatively normal nature of competition, and the costs of governing grows, privatized intelligence and security will grow increasingly in importance. The lines between for-profit and non-profit, government and non-government will blur as globalization and transnational issues impact on market and political positioning. Security and Intelligence

The double-headed eagle on the left is symbolic of the conjoining of two equal forces - security and intelligence. We believe, as most others do, that this marriage is necessary to ensure a stable environment for societies to prosper. This consensus ends when the issue of "how" rears its head.

National security proponents argue that a state-centered view of security is necessary for national, regional and global stability, while human security proponents argue that a human-centered view is necessary - essentially top-down versus botom-up approach. This debate is muddied further because of the lack of common ground on key issues. For example, is transnationalization of crime the same as the globalization of crime; even within the realm of human security, advocacy groups have mobilzed around some issues, but not others.

Our goal, then, to develop a better understanding, as well as build new relations, structures, processes and capabilities. We will do this by providing a place to discuss issues relevant to and consolidate knowledge on security and intelligence. A blog format will be used for an open discussion on security and intelligence issues, while a wikki will be used by a core team of subject matter editors to consolidate this knowledge. To help start this journey we have created two splash pages, one each for security and intelligence .

After a stiff competition, we have selected the Four Seasons as the venue for the 2011 conference. We would like to thank all the other properties who responded. Ultimately it came down to the Four Seasons Vancouver's extensive green programme which aligns with our core value of sustainability (people + planet + profit).

Altruistic Opportunities
Fear of crime and violence is the number one problem confronting Latin American and Caribbean families. Lack of trust between the police and community compounds the problem. This does not have to be.
